Who Needs a SWPPP

Stormwater runoff can be a major contributor to water pollution if not properly managed. As surface water or rainwater flows over impervious surfaces—such as concrete, asphalt, and rooftops—it picks up pollutants like sediment, oil, chemicals, and debris. This runoff can then flow directly into nearby water bodies, harming water quality and degrading natural resources. Implementing a SWPPP helps to prevent this pollution by detailing the control measures needed to either contain or treat stormwater runoff before it can impact the environment.

According to the Washington State Department of Ecology, a SWPPP is required if:

  • The project disturbs one acre or more of land through clearing, grading, or excavation.

  • The site is part of a larger development disturbing one acre or more.

  • The site discharges stormwater into state waters and is a significant pollutant contributor.

  • There’s a risk of stormwater runoff that could enter surface waters.


Non-compliance can lead to severe penalties, including fines or suspension of operations.

The National Pollutant Discharge Elimination System (NPDES), which is part of the Environmental Protection Agency’s Clean Water Act, enforces SWPPP requirements. Under NPDES, any site that discharges pollutants through stormwater must obtain a permit and follow specific measures outlined in the SWPPP to regulate stormwater discharge.
